This is an interesting question. But scripture both implies and tells us that all ‘Intelligent beings, created by God have ‘FREE WILL’.
Think about it for a moment.
First, consider mankind. Whenever God gives man the power of ‘CHOICE’, that implies free will. God does not want robots to serve Him because they are programmed to do that, but He wants His creatures (created intelligence’s) to serve Him because they want to, and because it is right.
GOD ALONE IS TO BE WORSHIPED.
When God’s creation worships Him it brings great joy to the worshiper, and great joy to God.

(Rev 4:11) says, “For You are worthy Oh Lord, to receive glory and honor and power, for You have created all things AND FOR YOUR PLEASURE THEY ARE AND WERE CREATED“.
We were created for God’s pleasure, but interestingly enough, when we love God enough to want our lives to bring pleasure to God, by living for Him, and willingly and longingly desire to fulfill His will, it brings great pleasure to His heart, and His love for us knows no bounds.
DO THE ‘ANGELS HAVE A FREE WILL’?
I’ll ask another question which will help us understand the answer.
Who was the Angel that sinned in heaven and then was cast out onto the Earth? It was Lucifer (son of the morning), God’s first created angel.
If Lucifer didn’t have a free will, then how would it be fair for God to punish him, when he sinned.
It doesn’t make sense to punish someone for doing wrong if they had no free-will. If they had no free-will how could they sin or choose to rebel against their creator? IT’S NOT POSSIBLE.’

NOTICE LUCIFER’S DECLARATION IN HIS FREE WILL REBELLIOUS STATEMENT FOUND IN Isaiah 14:12-14 KJV –
“How art thou fallen from heaven, Oh Lucifer, son of the morning, how are you cut down to the ground, which did weaken the nations! For you have said in your heart, I will (choice = free will). I will ascend into heaven, I will exalt my throne above the stars of God” I will sit also upon the mount of the congregation, in the sides of the north: I will ascend above the heights of the clouds; I will be like the most High”.
Five times Lucifer said, “I WILL”.
It’s impossible for one to ‘will anything’ if he dos not have ‘FREE WILL’. He had thought in his heart that he would ascend above the heights of the clouds, he would set his throne above the stars of God (angels), ‘I WILL BE LIKE THE MOST HIGH”, what blasphemy.

Here was the highest most beautiful angel in heaven, the worship leader, the anointed Cherub that covered the Throne and heart of God.
This anointed Cherub that covered, received the very worship from all the angels of heaven and passed it on to the God of all the Universe.
And then, the glory, the power, the Majesty of God then in return radiated out and blessed the holy angels of God.

It’s hard for us to imagine, but Lucifer was created out of the loving hand of God. God loved His first, and highest created angel, and Lucifer loved God with all his heart.
Before he sinned he only wanted to please God, do what God had created him to do. He was perfect in all his ways until sin was found in him.
A sinful thought, (how could that happen in a perfect angel, in a perfect environment), for the first time entered his mind. Probably something like this.
Why should I pass all the praise and worship the angels are giving to God. Why couldn’t I receive that praise myself. Why couldn’t I conquer God, and take over heaven, sit on God’s throne, and rule the Universe.

(Ezekiel 28:12-15). Ezekiel is commanded to take up a lamentation for the king of Tyre an earthly king and is led by the Spirit to then prophesy against a mighty spirit being, the angel Lucifer, who now is known as Satan, the adversary. and prophesies these words”
“You were the model of perfection. Full of wisdom and perfect in beauty. You were in Eden the garden of God. Every precious stone adorned you.
You were anointed as a guardian Cherub. For so I have ordained you.
You were on the holy mount of God. You walked among the fiery stones. You were blameless in your ways from the day you were created, until wickedness was found in you….”

We see a great and fearful lesson here. If God who created Lucifer with a free will, and the power of choice, would then, after he sinned, cast him out of heaven and eventually into the Lake of Fire, let us also be warned.
Let us realize that if after we loved and lived for God we should grow cold and start to backslide and forget God and choose our own way, then we would seal our own doom like Lucifer.

If we have grown cold in our hearts, we can still repent and God will forgive us and restore us back into fellowship with Him. But we must follow Him, love Him, obey Him, and stay close to Him. THAT IS OUR ASSURANCE OF SALVATION. THAT IS OUR SECURITY.

YES, THE ANGELS HAVE A FREE WILL.
THOSE HOLY ANGELS WHO REFUSED TO BE PERSUADED TO FOLLOW LUCIFER ALONG WITH A THIRD OF THE ANGELS OF HEAVEN, ARE MIGHTILY BLESSED.
THEY ARE THE ANGELS THAT WATCH OVER AND PROTECT US, AND ARE SENT BY GOD WITH THE ANSWERS TO MANY OF OUR PRAYERS.
